PFT: NFL tells teams not to bully replacement refs

The Wall Street Journal recently rattled off a variety of statistics regarding the performance of the replacement officials.? The metrics chosen, however, are grossly superficial, inherently misleading, and in one instance factually incorrect.

First, the ?audit? reviews the issue of replay review.? Coaches have thrown the red flag 29 times, an 11 percent increase over last year.? But only 31 percent of the calls have been overturned ? down from 52 percent in 2011 and 42 percent in 2010.? The article then claims that a ?challenge call sends the play to an upstairs booth, where it?s reviewed by an official who isn?t a replacement.?

With that statement alone, the entire article should be ignored.? Anyone who watches any amount of NFL football knows that, when the red challenge flag is thrown, the decision is made on the field by a referee.? And since the referee is now a replacement, the ?audit? ignores the reality that the percentage of calls overturned could be skewed by the fact that the replacement referee who reviews the call may be getting it wrong, too.? (The ?audit? also offers no stats at all regarding replays initiated by the booth, a procedure that applies in the final two minutes of each half, after any scoring play, and after any turnover.)

Second, the ?audit? says that, on average, the games are six minutes slower.? While explaining that the difference is not ?apocalyptic? (what a relief), it ignores the reality that one or two games that last a ridiculously long time make the entire system look bad.? That?s happening this year, all too often.

Third, the ?audit? looks at the number of flags thrown.? Through two weeks, the yellow flag has flown 470 times.? It?s a difference of 11 from last year.? (The article doesn?t say whether it?s 11 more or 11 less.)? Throwing around terms like ?consistency,? this portion of the ?audit? creates the false impression that, if the total number of flags are the same, the replacements must be doing an equivalent job.

Anyone with a functioning brain should be offended by that one.? Comparing raw data on the number of penalties sheds no light on whether the right decisions are being made.? The ?audit? tells us nothing about flags that were mistakenly thrown ? or about penalties that mistakenly weren?t called.

Fourth, the ?audit? claims that the replacements ?punish,? with an increase in pass interference and holding calls, along with a spike in personal fouls from four to 21.? (It?s a little hard to believe that through two weeks of the 2011 season there were only four personal fouls called.)? This glosses over the fact that the replacements aren?t calling illegal contact with receivers (a rule that doesn?t exist at lower levels of the sport), and that defensive backs apparently are continuing the forbidden pushing, pulling, and/or shoving after the ball is in the air ? which is when pass interference can be called.

Also, the increase in holding penalties could be a product of the fact that holding can be called on every play.? Astute officials call holding only when it occurs in the vicinity of the ball carrier; stuff away from the play doesn?t matter, and rarely is called by the regular officials.? Replacements may be calling it beyond the area of the man with the football.

Fifth, the ?audit? claims that the replacements are ignoring certain types of penalties, like illegal shift and illegal man downfield.? Again, this kind of basic ?analysis? tells us nothing.? Maybe teams are engaged in fewer illegal shifts.? Or maybe they?re sending fewer illegal linemen down the field.

All told, it was a useless exercise that makes the replacements look better than they really are.? And it?s hard not to wonder whether the Wall Street Journal came up with the various categories on their own, or whether the NFL instigated the exercise.? (Indeed, unless someone at the Journal did all of the counting of penalties by hand, the raw data could have come from only one place.)

Here are the two primary truths that this trumped-up ?audit? ignores.? First, the only way to know how the replacements are performing is to review the play-by-play grades that are generated by the league based on a review of coaching tape, and to compare those grade to the grades from the first two weeks of 2011.? After the first week of games, during which the replacements looked the part, acted the part, and sounded the part, the aftermath resulted in multiple sources telling PFT that the average officiating errors per game exceeded 30.? In contrast, the regular officials had average mistakes in the single digits.

Second, the replacement officials in Week Two failed the eyeball test.? So regardless of meaningless stats like those in the Journal article or relevant numbers like the actual grades generated by the league office, when the product coming through the TV looks and sounds different, people notice.

Then again, people still don?t care.? And until the NFL feels a pinch to the bottom line, the NFL won?t care, either.

(AP) ? Protests by tens of thousands of Pakistanis infuriated by an anti-Islam film descended into deadly violence on Friday, with police firing tear gas and live ammunition in an attempt to subdue rioters who hurled rocks and set fire to buildings in some cities. Three people were killed and dozens injured on a holiday declared by Pakistan's government so people could rally against the video.

Thousands of Muslims protested in at least half a dozen other countries, some burning American flags and effigies of President Barack Obama.

In the Pakistani city of Peshawar, police fired on rioters who were torching a cinema. Mohammad Amir, a driver for a Pakistani television station, was killed when police bullets hit his vehicle at the scene, said Kashif Mahmood, a reporter for ARY TV who was also sitting in the car at the time. The TV channel showed footage of Amir at the hospital as doctors tried to save him.

A protester who was shot during a demonstration in the city also died, said police officer Rohhullah Khan.

In Karachi, armed protesters among a group of 15,000 fired on police, killing one and wounding another, said police officer Ahmad Hassan. The crowd also burned two cinemas and a bank, he said.

Clashes between police and stone-throwing protesters also occurred in Lahore and Islamabad, the Pakistani capital. Police fired tear gas as well as warning shots in an attempt to keep them from advancing toward U.S. missions in the cities. At least 55 people, including nine police, were injured in the nationwide unrest, according to police and hospital officials.

The film denigrating the Prophet Muhammad ? "Innocence of Muslims" ? has sparked unrest in many parts of the Muslim world over the past 10 days, and the deaths of at least 33 people, including the U.S. ambassador to Libya, have been linked to the violence. Much of the anger has been directed at the U.S. government even though the film was privately produced in the U.S. and American officials have criticized it for insulting Muslims.

In Iraq, about 3,000 protesters condemned the film and caricatures of the prophet in a French satirical weekly. The protest in the southern city of Basra was organized by Iranian-backed Shiite groups. Some protesters raised Iraqi flags and posters of Iran's supreme leader, Ayatollah Khamenei, while chanting: "Death to America."

Protesters burned Israeli and American flags and raised a banner that read: "We condemn the offences made against the prophet."

In the Sri Lanka capital of Colombo, about 2,000 Muslims burned effigies of President Barack Obama and American flags at a protest after Friday prayers, demanding that the United States ban the film. In Bangladesh, over 2,000 people marched through the streets of the capital, Dhaka, to protest the film. They burned a makeshift coffin draped in an American flag and an effigy of Obama.

They also burned a French flag to protest the publication of the caricatures of the prophet. Small and mostly orderly protests were also held in Malaysia and Indonesia.

Thousands gathered in Lebanon's Bekaa valley for the latest in a series of protest rallies organized by the Shiite militant group Hezbollah. Protesters carried the yellow Hezbollah flag.

Hezbollah appears to be trying to ensure the gatherings don't become violent, planning them only in areas where Hezbollah has control. None of the rallies targets the heavily fortified U.S. Embassy in the hills outside Beirut.

Police clamped a daylong curfew in parts of Indian-controlled Kashmir's main city, Srinagar, and chased away protesters opposing the anti-Islam film. Authorities in the region also temporarily blocked cell phone and Internet services to prevent viewing the film clips.

Pakistan has experienced nearly a week of violent rallies against the film in which five people have died. The government declared Friday to be a national holiday ? "Love for the Prophet Day" ? and encouraged peaceful protests.

In Peshawar, several hundred protesters set ablaze two cinemas and the city's chamber of commerce, and damaged shops and vehicles. Police beat demonstrators with batons. Later in the day, tens of thousands of protesters converged in one of the city's neighborhoods and called for the maker of the film, an American citizen originally from Egypt, to be executed.

Police clashed with over 10,000 demonstrators in several areas of Islamabad, including in front of a five-star hotel near the diplomatic enclave where the U.S. Embassy and other foreign missions are located. A military helicopter buzzed overhead as the sound of tear gas being fired echoed across the city.

The government temporarily blocked cell phone service in 15 major cities to prevent militants from using phones to detonate bombs during the protests, said an Interior Ministry official, speaking on condition of anonymity because he was not authorized to talk to the media. Blocking cell phones could make it harder for people to organize protests as well.

U.S. officials have struggled to explain to the Muslim world how they strongly disagree with the anti-Islam film but have no ability to block it because of the freedom of speech in the country.

The U.S. Embassy in Islamabad, in a bid to tamp down public rage over the film, is spending $70,000 to air an ad on Pakistani television that features President Barack Obama and Secretary of State Hillary Rodham Clinton denouncing the video. Their comments, which are from previous public events in Washington, are in English but subtitled in Urdu, the main Pakistani language.

Pakistani Prime Minister Raja Pervaiz Ashraf called on the international community Friday to pass laws to prevent people from insulting the Prophet Muhammad.

"If denying the Holocaust is a crime, then is it not fair and legitimate for a Muslim to demand that denigrating and demeaning Islam's holiest personality is no less than a crime?" Ashraf said during a speech to religious scholars and international diplomats in Islamabad.

Denying the Holocaust is a crime in Germany, but not in the U.S.

The Pakistani Foreign Ministry on Friday summoned the U.S. charge d'affaires in Islamabad, Richard Hoagland, to protest the film. Pakistan has banned access to YouTube because the website refused to remove the video.

Iranian President Mahmoud Ahmadinejad also lashed out at the West over the film and the caricatures in the French weekly, Charlie Hebdo.

"In return for (allowing) the ugliest insults to the divine messenger, they ? the West ? raise the slogan of respect for freedom of speech," said Ahmadinejad during a speech in the capital, Tehran.

He said this explanation was "clearly a deception."

In Germany, the Interior Ministry said it was postponing a poster campaign aimed at countering radical Islam among young people due to tensions caused by the online video insulting Islam. It said posters for the campaign ? in German, Turkish and Arabic ? were meant to go on display in German cities with large immigrant populations on Friday but are being withheld because of the changed security situation. Germany is home to an estimated 4 million Muslims.

Microsoft plans stopgap patch for IE hole

Microsoft will?push out an out-of-cycle Windows patch to temporarily fix the critical Internet Explorer flaw revealed earlier this week.

"While we have only seen a few attempts to exploit the issue, impacting an extremely limited number of people, we are taking this proactive step to help ensure Internet Explorer customers are protected and able to safely browse online," Microsoft Trustworthy Computing director Yunsun Wee said in a blog posting.?

"The Fix it is an easy-to-use, one-click, full-strength solution any Internet Explorer user can install," Wee wrote. "It will not affect your ability to browse the Web, and it will provide full protection against this issue until an update is available. It won?t require a reboot of your computer.

"This Fix it will be available for everyone to download and install within the next few days," she added.

Microsoft usually pushes out software updates and security patches on the second Tuesday of every month. Out-of-cycle patches are reserved for the most serious flaws.

It's not clear what exactly Microsoft has in mind, if, as Wee indicates, the "fix it" is not a real update. (You can also learn a bit?more here.)

Microsoft initially suggested that all Internet Explorer users install and configure a utility called the Enhanced Mitigation Experience Toolkit (EMET) to prevent exploitation of the flaw, but admitted EMET might interfere with other applications.

Most security experts, and the German government, have recommended a simpler solution: Stop using Internet Explorer entirely until the flaw is fully fixed.

The Internet Explorer vulnerability allows an attacker to gain remote control of a Windows machine at the same level of privilege as the current user.

That's not so bad if a given machine's current user has limited privileges, but very serious if the current user has administrator rights and can install, modify or delete software.

The flaw affects all currently distributed and supported versions of Internet Explorer and Windows: Internet Explorer versions 6, 7, 8, and 9 and Windows XP, Vista and 7, as well as Windows Server 2003, and 2008.

Windows 8, due to be released to the general public Oct. 26, and its accompanying Web browser, Internet Explorer 10, are not affected. Nor is Windows Server 2012.

Iran, not film, seen behind cyber attacks on US banks

National security officials told NBC News that the continuing cyber attacks this week that slowed the websites of JPMorgan Chase and Bank of America are being carried out by the government of Iran. One of those sources said the claim by hackers that the attacks were prompted by the online video mocking the Prophet Muhammad is just a cover story.

A group of purported hackers in the Middle East has claimed credit for problems at the websites of both banks, citing the online video mocking the founder of Islam. One security source called that statement "a cover" for the Iranian government's operations.

The attack is described by one source, a former U.S. official familiar with the attacks, as being "significant and ongoing" and looking to cause "functional and significant damage." Also, one source suggested the attacks were in response to U.S. sanctions on Iranian banks.

The consumer banking website of Bank of America was unavailable to some customers on Tuesday, and JPMorgan Chase on Wednesday had the same problems, which multiple sources linked to a denial-of-service attack, in which a website is bogged down by a large number of requests. A Chase spokesman said Wednesday that the consumer site was intermittently unavailable to some customers, but did not acknowledge then that there was an attack. On Thursday, Chase said slowness continued but was resolved by late afternoon Eastern Time.?Bank of America acknowledged on Tuesday that its site had experienced slowness, but would not say what caused it.

Senior U.S. officials acknowledge that Iranian attacks have been the subject of intense interest by U.S. intelligence for several weeks. Last week, the Joint Chiefs of Staff's Intelligence Directorate, known as J-2, confirmed continuing Iranian cyber attacks against U.S. financial institutions in a report described as "highly classified." The report was posted on internal classified U.S. government sites last Friday, September 14.


Because of the level of classification, the officials refused to provide or confirm any?specifics on these attacks. However, one official noted that Iran's uranium enrichment program had been the target of the STUXNET worm in 2010. The worm was reportedly developed by the U.S. and Israel. "The Iranians are very familiar with the environment,? quipped the official.

?

A conservative website, FreeBeacon.com, initially reported on the Pentagon analysis, quoting it as saying, ??Iran?s cyber aggression should be viewed as a component, alongside efforts like support for terrorism, to the larger covert war Tehran is waging against the west.??U.S officials did not deny the FreeBeacon report when queried by NBC News.

A financial services industry group, ?the Financial Services Information Sharing and Analysis Center, warned U.S. banks, brokerages and insurers late Wednesday to be on heightened alert for cyber attacks. FS-ISAC also raised its raised the cyber threat level to "high" from "elevated" in an advisory to members, citing "recent credible intelligence regarding the potential" for cyber attacks as its reason for the move.

The former head of cyber-security for the White House testified Thursday that ?we were waiting for something like this from Iran.? ?Frank Cilluffo, who served as Special Assistant to the President for Homeland Security under President George W. Bush, is currently an associate vice president at George Washington University and heads the Homeland Security Policy Institute.?Cilluffo testified in a previously scheduled appearance before the U.S. House of Representatives? Committee on Homeland Security, saying ?the government of Iran and its terrorist proxies are serious concerns in the cyber context. What Iran may lack in capability, it makes up for in intent. ?They do not need highly sophisticated capabilities?just intent and cash?as there exists an arms bazaar of cyber weapons, allowing Iran to buy or rent the tools they need or seek.?

The statement by the purported Muslim hackers, posted on Tuesday on Pastebin, an online bulletin board, reads in full: "In the name of Allah the companionate the merciful. My soul is devoted to you Dear Prophet of Allah. Dear Muslim youths, Muslims Nations and are noblemen. When Arab nations rose against their corrupt regimes (those who support Zionist regime) at the other hand when, Crucify infidels are terrified and they are no more supporting human rights. United States of America with the help of Zionist Regime made a Sacrilegious movie insulting all the religions not only Islam. All the Muslims worldwide must unify and Stand against the action, Muslims must do whatever is necessary to stop spreading this movie. We will attack them for this insult with all we have. All the Muslim youths who are active in the Cyber world will attack to American and Zionist Web bases as much as needed such that they say that they are sorry about that insult. There was no report of an attack on the New York Stock Exchange.

Also on Thursday, the U.S. disclosed that it has ?bought $70,000 worth of air time on seven Pakistani television channels to air an ad which shows President Barack Obama and Secretary of State Hillary Clinton denouncing the anti-Islamic video.?In the ad, President Obama says, "Since our founding the United States has been a nation that respects all faiths. We reject all efforts to denigrate religious beliefs of others." Clinton appears after Obama and says, "Let me state very clearly that the United States has absolutely nothing to do with this video. We absolutely reject?its contents. America's commitment to religious tolerance goes back to the very beginning of our nation."

Pakistan was added Wednesday?to the State Department's list of countries to which Americans should avoid travel, joining Lebanon and Tunisia, following protests across the Middle East and North Africa and the attack on the U.S. consulate in Benghazi, Libya, in which American Ambassador Chris Stevens was killed.?

Syrian TV: Helicopter has crashed near Damascus

DAMASCUS, Syria (AP) ? State-run Syrian TV says a military helicopter has crashed near the capital, Damascus.

The report said the helicopter went down Thursday southeast of Douma, a Damascus suburb. There were no further details.

The government increasingly has been using helicopters and other aircraft in its fight against an 18-month-old rebellion. Rebels claim to have shot down helicopters in the past, although the regime has blamed the problems on mechanical difficulties.
